As Tanzania transitions from a predominantly rural to an increasingly urban society, with a rapidly growing economy, stronger national institutions and increasing access to and utilization of health services, UNICEF seeks to ensure that its support to the government aligns with these developments. The increased quantity of health services, most notably through infrastructural development projects in the past five years, demands an increased focus on health system quality. Additionally, an emphasis on PHC systems in Tanzania is necessary to increase equity and improve health outcomes across the country. A strong PHC system, at its core, promotes person-centred care, providing integrated services that respond to the needs of its users. Strong PHC systems avoid the high transactional costs associated with parallel service delivery systems and supply chains. They also have an inherent positive bias towards equity as they promote basic, cost-effective, and accessible services for all, as opposed to highly specialized and costly services benefitting a few. However, although PHC is the foundation of quality, people-centred healthcare that is accessible to all, it must be efficiently linked to more specialized, higher-level services to ensure universal access to health care. Robust referral mechanisms are therefore vital.

How can you make a difference?

Immunization (EPI) Specialist is accountable for professional leadership in and contribution to the development, planning, implementation, monitoring and evaluation and administration of the immunization programme in conjunction with Health and Nutrition components within the country programme, to achieve the UNICEF’s immunization plus goals and objectives for the country. This will include during emergencies and technical leadership during vaccine-preventable disease emergencies.

Accountable for ensuring the UNICEF Immunization programme promotes gender equality, with an emphasis on gender disaggregation, gender disparity identification and gender mainstreaming.

KEY END-RESULTS

  • 1. Timely sub-sectoral analysis (immunization and emergencies), input, support and coordination contribute to the Situation Analysis with consistent integration of sex disaggregated data and its periodic update for effective project planning, development and management.
  • 2. Quality contributions are made to the development and implementation of Immunization strategies and approaches through participation and collaboration with internal and external partnerships including immunization emergencies.
  • 3. Work plan and objectives are strategically established, and technical support is effectively
  • provided, and planned results are timely delivered through the exercise of strong technical leadership.
  • 4. Project implementation progress is monitored and evaluated for adjustment, acceleration and improvement of program delivery and sustainability. Gender/sex disaggregated data and inputs relevant to the Immunization Programme provided.
  • 5. Technical support is provided to government and NGOs at all stages of the programme cooperation, including capacity building of government personnel and beneficiaries and including during emergencies.
  • 6. The capacities of Country Office staff are strengthened through an effective capacity-building programme in the development, implementation and management of the immunization programme including emergencies.
  • 7. UNICEF and Government accountability is ensured for supply and non-supply assistance and disbursement of programme funds for the sub-sector.
  • 8. Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking.
  • 9. The most relevant and strategic information is provided to support the Immunization Programme by the effective implementation of an integrated child survival monitoring system including emergencies.
  • 10. All required programme reports are timely prepared in compliance with the established guidelines and procedures.
  • 11. Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination is provided.
  • 12. Other assigned duties and responsibilities are effectively performed.

To qualify as an advocate for every child you will need to have…

Education
an advanced university degree (master, or higher degree) in Supply Chain, public health, Epidemiology, or a related field plus a university degree with a health background (Human Medicine, Pharmacy, Nursing, Environmental Health, or other relevant health disciplines)

2. Work Experience

  • Five years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of health/Immunization programmes.
  • Professional work experience in a technical expert position related to child survival & health care.
  • Background/familiarity with Emergency.
  • Proven working relations with national, regional, district and sub-district structures
  • Strong analytical skills
  • Knowledge of the Tanzanian mainland and Zanzibar context and EPI program
  • Excellent facilitation skills, negotiation skills, and oral and written communication

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Otherwise, the selection will be cancelled.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
