AWFishNet is collaborating with its partners to implement a project to support women’s livelihoods in the fish value chain in three national chapters in the East Africa region, namely Tanzania Women Fish Workers Association (TAWFA), Association of Women in Fisheries Blue Economy Kenya (AWFBEK), and Uganda National Women Fish Organisation (UNWFO). Its main objective is to empower a network of women who work in fish value chains across East Africa, with the aim of enhancing their economic and nutritional outcomes and their capacity to provide for themselves and their families. The project will focus on a crucial but often neglected group of agricultural producers – women processors and traders in fish value chains, particularly those who live in poverty or have low incomes and rely on fishing or farming for subsistence and livelihood. Women play a significant role in the fish sector across sub-Saharan Africa, which is one of the fastest-growing agricultural sub-sectors and remains an essential source of nutrition and micronutrients.
The specific objectives of the project are to increase women’s empowerment in agriculture; increase equitable consumption of safe, affordable, nutritious fish-rich diet year-round, and increase Small-Holder Fisher’s income.
AWFishNet invites applications from suitably qualified candidates to fill the following vacant position existing at Tanzania Women Fish Workers Association (TAWFA) in Mwanza, Tanzania.
Job Purpose:
Reporting to the National Programme Coordinator, the Project Officer is responsible for the delivery of AWFishNet’s – In support of Women’s Livelihoods in Fish Value Chains programme activities on time, on budget, with quality to ensure TAWFA’s quality long-term support and programming to improve the quality of life for Women in the Fish Value Chains system. She/He will be responsible for implementation of the project activities either directly or through implementing partners. She/He will provide technical leadership in design, implementation, and monitoring of project activities. The Project Officer will be the direct link with project beneficieries with whom she/He will work directly with or through partners to access project resources, build their capacity, and implement project activities in accordance with the project implementation plan and specific activity schedules.
Main Responsibilities and Duties
Project Implementation
- Provide technical leadership in design, implementation, and monitoring of project activities.
- Coordinate and collaborate with partners and beneficiaries in the fisheries value chain to leverage project resources, guide and monitor implementation of value chain activities with a focus on improving the performance of the beneficiaries selected value chains, improving productivity processing and input-output market enhancement.
- Provide technical guidance and capacity building trainings for implementing partners and beneficiaries as appropriate.
- Analysis of fish value chains in the country to understand how targeted project activities can be implemented to realize desired outputs and outcome.
- Create identification criterion for small-scale women in fisheries in target areas for support
- Identify and mobilize small-scale women in fisheries in target areas for support
- Facilitate the networks of women small-scale producers, processors, and traders to access facilities for value addition in the producing, processing, storage, and transportation of fish and fish products.
- Facilitate women small-scale fish producers, processors, and traders to access and utilize the services of fisheries demonstration and incubation centers showcasing industry innovation and technologies.
- Provide needs-based training on technical areas and life skills for target women small-scale fish producers, processors, and traders.
- Establish linkage with government authorities for support in quality assurance in the provision of technical services and inputs for women small-scale fish producers, processors, and traders in relevant fisheries forum to contribute to planning processes and resource allocation.
- Conduct community outreach and education programs for nutrition information, cooking demonstrations and fish-tasting events.
- Organize the formation and or activating of community-based saving groups for women small-scale fish producers, processors, and traders.
- Create linkages between the CBSGs for women small-scale producers, processors, and traders with financial institutions and government funds for gender responsive financial services and products.
- Build the capacity of implementing partner in project implementation.
- Promote and support women fish-folk-led solutions to improving the learning environment and learning outcomes.
- Effectively manage processes to provide women fish folk with the opportunities to develop globally informed locally rooted solutions.
- Contribute to the planning and delivery of community outreach and education programs for nutrition information, cooking demonstrations and fish-tasting events: Community outreach events as a platform to showcase successful solutions, raise the profile of women in fishing, and promote their networking.
- Organize the formation and or activating of community-based saving groups for women small-scale fish producers, processors, and traders:
Project Monitoring, Evaluation, Learning and Reporting
- Work with the Regional Monitoring and Evaluation Officer to develop the Monitoring and Evaluation plan and subsequently implement the National Platform plan.
- Prepare quarterly project implementation reports having regard to quality and timely submission.
- Monitor, measure, evaluate, and report on delivery of project outputs, outcomes, and indicators as per results framework and project implementation plan.
- Identity implementation challenges and resolve or escalate to the National project Coordinator for resolution.
- Monitor implementation activities of implementing partners and provide support as necessary by building capacity or providing required inputs and resources.Receive and compile quarterly implementation progress reports from partners,Prepare and submit quarterly implementation progress reports to the National Project Coordinator.
- Facilitate linkages and shared learning between implementing partners and beneficiaries. Equally participate in shared learning initiatives with other implementing National Chapters.Work closely with the Finance and Administration Officer to monitor and report on project expenditure.
- Assess the capacity of implementing partners and beneficiaries, develop and implement capacity building plans.
- Facilitate Women in Fish Value Chain professional development courses, including values-based skills training and learning through role modelling.
Networks and Partnerships
- Develop and maintain positive, respectful, and trusted working relationships with key stakeholders including, Fisher women/men, county government, community partners, and CSOs.
- Establish partnerships with professional institutions and experts for the provision of customized training for women small scale fish producers, processors and traders.
- Facilitate Women in Fish Value Chain professional development courses, including values-based skills training and learning through role modelling.
- Partner with local CSOs in the Fish Value Chains to deliver the value-based approach at the project level to promote greater women engagement in the fish value chains.
- Partner with CSOs in the Fish Value Chains to develop inclusive community women engagement plans to conduct activities ranging from community fish value chain events to targeted fish farm visits.
Qualifications, Knowledge, Skills and Experience
- University degree in fisheries, aqua- culture, natural resources management, business management, marketing , economics, in agricultural economics, agribusiness management, community development, or other related fields.
- At least 3 years of relevant experience in project mmanagement. Experience in fisheries value chain or related sectors will be an added advantage.
- Strong knowledge and proven experience of working in the Fish Value Chain sector.
- Experience delivering participatory development tools and community-driven approaches.
- Experience in developing professional and life-skills development courses.
- An in-depth understanding of the local context in the targeted areas of project implementation including community dynamics.
- Ability to supervise, manage and support field activities of the project.
- Experience in monitoring and evaluation of project activities.
- Proven track record of effective project management particularly value chain related projects.

- Effective communication skills, including intercultural sensitivity and communication.
